FINANCE MANAGER (KILIFI)

Moving The Goalposts is a sport for development organization established in 2002 in Kilifi. The organization uses football to empower girls in the rural and urban areas of the coast region. MTG envisions a more inclusive, just, and peaceful world where girl’s and women’s human rights are realized and protected. It uses a rights-based approach and focuses primarily on sexual and reproductive rights, health, and choice. More than nine thousand girls (aged 9 – 25 years) participate in tournaments and ongoing leagues in Kilifi, Mombasa, Kwale, and Tana River counties. MTG leagues are youth-led and managed and include girl advocates that promote healthy sexual choices, financial independence, and female leadership. Girls are also encouraged to take up more leadership roles in their communities.

POSITION PURPOSE
To ensure best practice in financial management of MTG, minimize risk and to maximize effectiveness, sustainability and growth.
To ensure that accounting systems are maintained to provide the information required for planning and monitoring and reporting for organizational operations, for safeguarding assets, discharging liabilities and legal responsibilities.
Be responsible for the overall supervision, implementation and administration of MTG’s financial function.
KEY ROLES AND RESPONSIBILITIES
a. Finance
i. Establish and monitor specific and measurable financial strategic goals on a coordinated, integrated basis, thus enabling MTG to operate efficiently and effectively to sustainability.
ii. Prepare and/or review all mandatory financial reports
iii.Develop strategies, policies and tools to effectively coordinate organizational accounting, budgeting and expenditure
iv.Review all supporting documents for expenditure for accuracy and correct allocation according to accounting systems
v.Ensure and oversee payment procedures are done in a timely manner as per the set guidelines in the accounts operating manual
vi.Liaise with bank personnel and officers, track cash balances of each bank account, ensure deposits of returned funds, and track wire transfers to/from program accounts
vii.Prepare cash flow projections/budget in accordance with procedures, and manage the cash flow of MTG in order to ensure that sufficient funds are always available. Where required, submit requests for instalments of funds from funding agencies in a timely manner, ensuring a reliable cash flow for the programs.
viii.Verify the accuracy of, budgets for all project proposals,
ix.Review variances between actual v budget amounts on a monthly basis and ensure reasons given are adequate.
x.Responsible for closing the monthly General Ledger
xi.Ensure organizational and donor audits are conducted in a timely manner
xii.In liaison with the HR Manager, train staff members in financial procedures and systems

b. Maintenance of the Fixed Asset register
c. Treasury
i.Reviewing and approving monthly reconciliations of cash and bank accounts.
ii. Ensure timely forex and maintenance of proper liquidity levels for the organization’s main accounts.
iii. Ensure maintenance of accurate disbursement schedules for transfer of cash through the bank online and Mpesa platforms.
iv. Oversee maintenance, timely and sequential filling of payment records.

d. Grants
i. Oversee preparation of all financial reports for donors.
ii. Ensure and manage cost recovery.
iii. Review grant agreements before signature to assess risk and compliance to MTG’s policies
iv. Ensure financial requirements as per grant agreements are adhered to
e. Risk Management & Control
i. Ensure internal control compliance and reporting (INPAS)
ii.Ensure adequate preparation and participation in internal and external audits.
iii.Monitor the financial risk matrix and advice the management accordingly.
iv.Ensure that the external audit is performed, completed on time to within the set deadlines by law and that management responses to audits performed are shared with the external auditors, and that audit recommendations are implemented.
v. Ensure all necessary insurance policies are in place to safeguard assets and staff
vi.Ensure proper implementation of the investment policy
f. Purchasing and Supplies
i.Oversee all office purchases and procurement system
ii.Set up and oversee office supplies and requisition system for both internal supply issuance and external purchases through purchase orders in line the purchasing and supplies policy of MTG.
iii. Carry out inventory spot checks in the organization, document and resolve any stock variances on time.
iv.Be lead convener of the Procurement Committee deliberations
g. Legal and Statutory Compliance:
i.Ensuring transactions processed and all financial reports and records maintained fully comply with Kenyan laws and regulations
h. Payroll
i.In liaison with the HR & Administration Manager, ensure the payment of salaries of all staff.
ii.Ensure timely payment of statutory deductions

i. Board Engagement:
a.Be the Secretary to the Finance Committee of the Board.
b.Preparation of the Finance Board papers for submission by the Executive Director.
QUALIFICATIONS
Degree in financial management, commerce or business administration with finance option.
CPA (K) or ACCA
SKILLS & EXPERIENCE
i. At least 5 years’ work experience at a middle to senior level in finance and administration in an NGO setting
ii.Strong accounting background with ability to prepare financial reports, statements and projections and excellent knowledge and experience of accounting software
iii.Excellent verbal, analytical, organizational and writing skills
iv.Adaptable with a strong commitment to the promotion of girls’ and women’s rights and the use of football for development
