EXPRESSION OF INTEREST (EOI)CONSULTANCY: DEVELOPMENT OF A SUCCESSION PLANNING FRAMEWORK, SALARY AND BENEFIT’S STRUCTURE AND STAFF DEVELOPMENT STRATEGY

Moving the Goalposts (MTG) is a Kenyan Public Benefit Organization (PBO) that uses football to empower adolescent girls and young women (AGYW). MTG works in Kilifi, Kwale, Mombasa, and Tana River counties to advance sexual and reproductive health and rights (SRHR), education, leadership, and life skills while addressing gender inequality, violence, and social exclusion.

Background

MTG seeks to engage a qualified consultant or consulting firm to strengthen its human resource systems. The assignment will support the development of a Succession Planning Framework, a Salary and Benefits Structure based on a benchmarking survey, and a Staff Continuous Development Strategy to support staff growth and leadership development.

Objectives of the Assignment

The consultancy aims to:

  • Develop a Succession Planning Framework that identifies critical roles and establishes pathways for leadership continuity within staff and board leadership.
  • Conduct a Salary and Benefits Survey to benchmark MTG’s compensation structure against comparable organizations and develop a fair and competitive salary framework.
  • Review MTG’s Performance Management Framework and provide recommendations for improvement to ensure clear performance planning, effective performance reviews, and strengthened accountability.
  • Develop a Staff Continuous Development Strategy that guides staff training, mentorship, and leadership development.

Key Deliverables

The consultant will deliver:

  • An Inception Report outlining the methodology, tools, and work plan.
  • A Situational Analysis Report reviewing existing systems related to succession planning, compensation, performance management, and staff development.
  • A Succession Planning Framework for key organizational levels, including Senior Management, Coordinators, and the Board of Directors, with an implementation plan.
  • A Salary Structure and Benefits Framework including salary bands, grading structure, and benefits recommendations.
  • Recommendations for improving the MTG’s Performance Management Framework.
  • A Staff Continuous Development Strategy outlining approaches for staff training and leadership development.
  • An orientation workshop for staff and board members on the new frameworks.
  • A presentation of key findings to MTG Management and the Board.
  • A final consolidated report incorporating MTG feedback.

Duration

The consultancy is expected to be completed within five (5) weeks from the date of contract signing.

Consultant Profile

The consultant or consulting firm should have:

  • Advanced academic qualifications in Human Resource Management, Organizational Development, or a related field.
  • At least 10 years’ experience in HR consulting or organizational development.
  • Proven experience conducting salary surveys and designing compensation structures.
  • Demonstrated experience in succession planning, leadership development, and performance management systems.
  • Strong understanding of HR practices within the Kenyan NGO or development sector.
  • Excellent analytical, facilitation, and report writing skills.

Submission of Expression of Interest

Interested consultants or firms should submit:

  • A technical proposal outlining understanding of the assignment, methodology, and timeline.
  • A financial proposal.
  • Updated CV(s) of the lead consultant(s).
  • Samples of similar assignments.
  • At least three references from previous clients.
