Terms of Reference. (TOR).

Mid-Term Evaluation of the Moving The Goalposts (MTG) Strategic Plan

(2023–2027)

1. Background.

Moving The Goalposts (MTG) is a Kenyan PBO that uses football to empower adolescent girls and young women AGYW) across four Counties in Kenya, Kilifi Kwale, Mombasa and Tana River. MTG advances sexual and reproductive health and rights (SRHR), education, leadership, and life skills, while addressing gender inequality, violence, and social exclusion.

MTG is midway through its Strategic Plan (2023–2027). In light of shifting donor priorities, increased competition for resources, and emerging socio-economic challenges, MTG seeks to conduct a Mid-Term Evaluation to assess progress, identify lessons, and refine priorities for the remaining period.

2. Purpose.

The evaluation will generate evidence-based insights to strengthen the strategy’s relevance, effectiveness, and impact. It will not develop a new plan but refine the existing one.

3. Objectives.

  • Assess progress toward strategic goals and outcomes.
  • Evaluate effectiveness of interventions for girls and young women.
  • Identify achievements, challenges, and lessons learned.
  • Review sustainability and funding assumptions.
  • Provide actionable recommendations for 2025–2027.

Scope & Criteria Covers strategic pillars, internal systems (governance, M&E, resource mobilization), and external factors. Guided by relevance, effectiveness, efficiency, sustainability, and alignment with national/donor priorities.

4. Deliverables.

  • Inception Report.
  • Draft Evaluation Report.
  • Validation Workshop.
  • Final Report with recommendations matrix and updated M&E framework.

5. Consultant Qualifications.

  • Advanced academic qualifications in strategic planning, evaluation, or related fields.
  • Proven experience in mid-term/strategic plan evaluations (NGO/youth/gender focus preferred).
  • Experience and Extensive work on Sport for Development, Sexual Reproductive health and Gender Based Violence prevention and response programs.
  • Strong analytical, facilitation, and communication skills.
  • Experience with participatory approaches.

Duration 3–4 weeks from contract signing.

6. Application

Interested consultants/organizations should submit:

  • Technical proposal (understanding, methodology, work plan, timeline).
  • Financial proposal/ Budget (Note Consultants will take care of Own costs of Travel and other Logistics, EXCEPT for travel to the field).
  • Curriculum Vitae (C. V’s) of the consultants on the Project.
  • 2 references from similar assignments.
