Call for Consultancy for Development of SRHR Advocacy Strategy Services for Moving the Goalposts (MTG).

Background
About Moving the Goalposts (MTG).
Moving The Goalposts (MTG) is a girl-centered, rights-based organization founded in 2002 and headquartered in Kilifi County, Kenya. MTG uses sport, particularly football, as a platform for empowering girls and young women to claim their rights, exercise leadership, and contribute to positive social change.
MTG envisions a society where girls and women enjoy equal rights, opportunities, and freedom from discrimination. Through youth-led programming, MTG reaches more than 9,000 girls and young women across Kilifi, Mombasa, Kwale, and Tana River counties. The organization promotes gender equality, leadership development, economic empowerment, education, sexual and reproductive health and rights (SRHR), and civic participation.
Background to the Assignment.
Moving The Goalposts is implementing the Strengthening Rights and Inclusive Development through Equitable Services (STRIDES) Project in partnership with the Aga Khan Foundation and with support from Global Affairs Canada.
The STRIDES Project seeks to contribute to the enhanced equal enjoyment of rights, agency, and access to quality services for women and adolescent girls through a locally led, gender-transformative approach.
The project’s theory of change recognizes that sustainable improvements in outcomes for women and adolescent girls require action across three interconnected pathways:
1. Strengthened agency and decision-making among women and adolescent girls.
2. Increased access to and utilization of quality services.
3. Improved responsiveness, accountability, and enabling policy environments.
Within this framework, MTG is responsible for community mobilization, social accountability, youth leadership, and citizen engagement initiatives designed to strengthen the relationship between communities and duty bearers.
Despite progress, significant barriers remain, including gender inequality, harmful social norms, limited participation of women and girls in decision-making processes, weak accountability mechanisms, inadequate financing of critical services, and inconsistent implementation of policies.
MTG therefore seeks to engage an experienced consultant to develop a comprehensive Gender-Transformative Advocacy Strategy and Costed Implementation Plan that will guide advocacy actions at community, sub-county, county, national, and regional levels throughout the remaining implementation period of STRIDES.
The strategy should position women, adolescent girls, youth champions, community leaders, civil society actors, and duty bearers as key agents of change and provide a roadmap for evidence-based, locally led advocacy that drives sustainable systems change.
Purpose of the Consultancy
The overall purpose of the consultancy is to develop a practical, evidence-based, gender-transformative advocacy strategy and implementation plan that enables MTG and STRIDES partners to influence policies, systems, practices, budgets, and social norms affecting women and adolescent girls.
The strategy should provide clear pathways for translating community-level evidence into policy influence and accountability actions at multiple levels.
Objectives of the Assignment.
The consultant will:
a) Conduct an Advocacy Landscape Analysis
Assess existing advocacy efforts, opportunities, gaps, stakeholders, power dynamics, and policy environments relevant to STRIDES priorities.
b) Develop a Stakeholder and Power Mapping Framework
Identify key decision-makers, influencers, champions, gatekeepers, media actors, civil society organizations, youth groups, and community structures.
c) Design a Multi-Level Advocacy Strategy
Develop advocacy approaches at:
Community level
Ward level
Sub-county level
County level
National level

Regional learning and influence level
d) Develop Social Accountability Frameworks
Strengthen mechanisms that support citizen engagement, community feedback, collective action, and accountability.
e) Develop an Implementation and Sustainability Plan
Provide clear guidance on:
Roles and responsibilities
Advocacy tactics
Resource requirements
Partnerships
Risk mitigation
Sustainability pathways

f) Develop Monitoring, Evaluation and Learning Framework.
Design indicators and tools to track advocacy outcomes, policy influence, systems changes, and community engagement.
Scope of Work
The consultant will undertake the following tasks:
Inception Phase.
Review relevant STRIDES project documents.
Review MTG strategic documents.
Conduct consultations with MTG staff and partners.
Develop an inception report.
Advocacy Situation Analysis
i. Policy and legislative review.
ii. Stakeholder and power analysis.
iii. Community engagement assessment.
iv. Advocacy ecosystem mapping.
v. Political economy analysis.
vi. Identification of entry points for influence.

Social Accountability Strategy Design
Develop frameworks for:
i. Community dialogue spaces
ii. Citizen monitoring mechanisms
iii. Social accountability forums
iv. Community scorecards
v. Joint action planning
vi. Feedback and grievance pathways

Development of Advocacy Strategy
The strategy should include:
i. Advocacy vision and theory of change
ii. Strategic objectives
iii. Advocacy priorities
iv. Target audiences
v. Key messages
vi. Evidence generation approaches
vii. Coalition-building approaches
viii. Youth-led advocacy
ix. Digital advocacy and media engagement
x. Policy influences approaches
xi. Risk analysis
xii. Sustainability pathways

Validation and Finalization
Facilitate a validation workshop.
Present the draft strategy.
Incorporate stakeholder feedback.
Submit final strategy.
Deliverables.
The consultant shall deliver:

Deliverable 1: Inception Report (20%)

This deliverable covers the methodology, workplan, data collection tools, and stakeholder engagement approach.

Deliverable 2: Advocacy Landscape Assessment Report (20%)

This includes a detailed stakeholder mapping, power analysis, policy review, and opportunity assessment.

Deliverable 3: Draft Advocacy Strategy and Costed Implementation Plan (40%)

This incorporates an advocacy framework, theory of change, annual action plans, communications plan, MEL framework, and budget.

Deliverable 4: Final Advocacy Strategy Package (20%)

Consists of the finalized strategy, costed implementation plan, presentation slides, monitoring tools, and the final consultancy report.
Consultant Qualifications
The ideal consultant should possess:
Education
Master’s degree in public policy, Development Studies, Public Health, Gender Studies, Governance, Social Sciences, International Development, or related discipline.
Experience
Minimum 10 years of experience in advocacy strategy development.
Demonstrated experience supporting gender equality and social inclusion programmes.
Experience designing advocacy strategies for donor-funded programmes.
Experience in East Africa, preferably Kenya.
Strong understanding of community-led accountability approaches.
Experience working with youth, women-led organizations, and civil society networks.
Experience facilitating high-level stakeholder consultations.
Desirable
Experience with Global Affairs Canada funded programmes.
Experience in gender-transformative programming.
Experience in sports-for-development programming.

8. Duration
The consultancy shall be completed within 30 working days from contract signing.
9. Safeguarding and Ethical Requirements
The consultant must:
Comply with MTG Child and Young Persons Protection Policy.
Adhere to safeguarding, prevention of sexual exploitation, abuse and harassment (PSEAH), and data protection standards.
Ensure meaningful participation of women, adolescent girls, and youth throughout the assignment.
Uphold principles of inclusion, gender equality, confidentiality, and informed consent.
