Consultancy for Conducting Situation Analysis on Gender Based Violence in Tana Delta Sub-county, Tana River County.
Organization Background.
Moving The Goalposts (MTG) is a sport for development organization established in 2002 in Kilifi County, on the Kenyan Coast. The organization uses football to empower girls in the rural and urban areas of the coastal region. MTG envisions a more inclusive, just, and peaceful world where the human rights of girls and women’s are fully realized and protected. It applies a rights – based approach focusing primarily on sexual and reproductive rights, health, and choice.
Over 9,000 girls aged 7 – 25 years participate in MTG tournaments and ongoing leagues across Kilifi, Mombasa, Kwale, and Tana River counties. MTG leagues are youth – led and managed, with girl advocates actively promoting healthy sexual choices, financial independence, and female leadership. Girls are also encouraged to take up more leadership roles in their communities.
Background to the Consultancy.
MTG seeks to strengthen its Gender‑Based Violence (GBV) prevention strategies in Tana River County through a comprehensive situation analysis focused on Female Genital Mutilation (FGM). Although significant efforts have been made at both national and community levels to eliminate FGM, emerging evidence indicates that the practice persists in various forms within the county, driven by entrenched by social norms, cultural expectations, and limited access to coordinated support services. Understanding these dynamics is essential for designing interventions that are both context specific and community driven.
To achieve this, MTG intends to implement a GBV prevention programme in Tana Delta Sub County. This will involve policy engagement, community awareness raising, identification of GBV prevention barriers, mapping existing stakeholders and service providers, and assessment of current GBV interventions and their effectiveness.
The analysis will further examine service delivery gaps, prevailing social norms, and community perceptions of FGM. additionally, the study will identify drivers that perpetuate the practice and the barriers that hinder behaviour change, the study will generate evidence necessary for developing effective GBV and FGM prevention strategies. The findings will ultimately guide MTG in improving its programming, enhancing multi – stakeholder collaboration, and promoting sustainable, community-supported approaches to ending FGM in Tana River County.
Purpose of the Study
The purpose of the assignment is to provide a comprehensive assessment of the current landscape of GBV prevention interventions in Tana Delta sub-county Tana River County. This includes identifying active service providers, community-based actors, referral pathways, and coordination mechanisms supporting FGM prevention, response, and survivor support. The findings will directly inform MTG’s programme design, advocacy efforts and stakeholders engagement strategies.
Specific Objectives of The Consultancy
- To map and document all existing FGM-related interventions in Tana River County. This includes identifying key service providers, community initiatives, referral pathways, and coordination structures involved in FGM prevention, response, and survivor support.
- To assess the scope, quality, and accessibility of current FGM-related services The objective is to determine what services exist, how they operate, who they reach, and where critical gaps, overlaps, or inefficiencies are present.
- To analyse community knowledge, attitudes, beliefs, and social norms surrounding FGM. This aims to understand the cultural, religious, gendered, and socioeconomic drivers that sustain the practice, as well as perceptions of change within different communities.
- To identify barriers and enabling factors that influence community readiness to abandon FGM This includes examining factors that hinder or support prevention efforts, such as gatekeepers, power dynamics, stigma, community awareness, and trust in service providers.
- To generate evidence-based insights that will inform and strengthen MTG’s GBV and FGM prevention strategies. The objective is to provide actionable recommendations that guide program design, advocacy, partnership-building, and resource allocation.
- To support alignment and collaboration among stakeholders working to end FGM in Tana River County, highlighting opportunities for improved coordination, shared learning, and complementary roles among government, CSOs, community groups, and traditional structures.
Scope of Work
The consultancy will be conducted in Tana Delta Sub-county, Tana River County. The consultant will be expected to:
- Conduct a desk review of existing literature, policies, and reports relevant to FGM and GBV in Tana River County and Kenya broadly.
- Carry out primary data collection using appropriate qualitative and quantitative methods, including key informant interviews, focus group discussions, and community surveys.
- Engage with diverse stakeholders including government officials, health workers, community and religious leaders, CSOs, survivors, and MTG programme participants.
- Analyse and synthesise findings into a coherent, evidence-based report with clear recommendations.
- Present findings to MTG and relevant stakeholders for validation prior to finalisation.
Ethical Considerations
Given the sensitive nature of FGM research and the involvement of community members, including potentially vulnerable individuals and survivors, the consultant must adhere to the following ethical requirements:
- Obtain all necessary ethical approvals prior to commencing data collection.
- Ensure free, prior, and informed consent is obtained from all research participants.
- Guarantee the anonymity and confidentiality of all participants.
- Apply a do-no-harm principle throughout all stages of the research.
- Comply with MTG’s safeguarding policy and child protection guidelines, particularly when engaging with participants under 18 years of age.
- Adhere to relevant national research ethics guidelines as prescribed by the Kenya National Commission for Science, Technology and Innovation (NACOSTI) or equivalent regulatory body.
Desired Qualifications of the consultant.
Interested candidates should meet the following minimum qualifications.
- A Master’s degree in Development Studies, Gender Studies, Public Health, or a relevant field with over 5 years’ experience in the area of Monitoring and Evaluation.
- Demonstrated experience in GBV and gender programming and knowledge of FGM related issues being an added advantage.
- Proven knowledge and experience in use of data collection and analysis tools such as Kobo Collect, ODK, Tola Data or equivalent platforms.
- Experience conducting community-based qualitative and quantitative research, including focus group discussions and key informant interviews.
- Familiarity with the socio-cultural context of Tana River County or the Kenyan Coast region will be considered an advantage.
- Excellent oral and written communication skills in English; proficiency in Swahili and/or local languages will be an asset.
- Strong analytical and report-writing skills.

- Organisational/Consultant Profile; A brief profile of the consultant or firm, identifying the key contact person for the engagement. Full CVs of all individuals assigned to the consultancy must be included as an appendix.
- Summary of Relevant Experience; A description of similar assignments completed, with reference contact details for the respective organisations or institutions.
- Technical Proposal (5 pages Maximum); Demonstrating the consultant’s understanding of the TOR, proposed methodology, data collection and analysis approach, ethical considerations, and a detailed schedule of tasks.
- Financial Proposal; A fully itemised budget covering all professional fees, field costs, transport, accommodation, workshop facilitation, and any other anticipated expenses. All figures should be quoted in Kenyan Shillings (KES).
- Work Samples; Links to or copies of previous relevant work, such as completed situation analyses, assessment reports, or research studies.
- Three Professional References; Contact details for three organisations or institutions for whom similar work has been delivered.

Timeline and Submission
